Maricopa County Animal Care and Control is doing the same. I have a significant amount of evidence including pictures, public record requests, and information from shelter staff about what is happening behind closed doors. Everything from dogs languishing and dying in the locked medical wing to fees being waived for an owner to euthanize 2 young dogs who did nothing more than escape from the yard and chase a cat. I've emailed the BOS, emailed management at the shelter, posted on social media, and contacted news media to try to pressure them to be more transparent, to allow more people to help, and to change policies. I was one of the volunteers who was fired for exposing excessive temperatures 2 years ago and I still have not been allowed to return as a volunteer.
